    Your FINANCE COMMITTEE, to whom has been referred


     HOUSE APPROPRIATIONS & FINANCE COMMITTEE SUBSTITUTE FOR HOUSE BILL 180


has had it under consideration and reports same with recommendation that it DO PASS, amended as follows:


    1. On page 1, line 19, after the semicolon, insert "CREATING A DISASTER FUNDING TASK FORCE;".


    2. On page 18, between lines 6 and 7, insert:


    "SECTION 8. TEMPORARY PROVISION--DISASTER FUNDING TASK FORCE.--The legislative finance committee shall convene a disaster funding task force composed of the director of the legislative finance committee, the state director of homeland security and emergency management, the adjutant general of the New Mexico national guard and the secretary of finance and administration, or those individuals' designees. The task force shall review the provisions of this act and make recommendations for proposed legislation for the first session of the fifty-eighth legislature. Members of the task force shall report the recommendations to the legislative finance committee by November 1, 2026. The report shall identify issues related to fiscal controls, accountability, transparency, contingency plans and disaster response flexibility for the executive.".

 

    3. Renumber the succeeding sections accordingly.


    4. On page 19, line 4, strike "January 1" and insert in lieu thereof "February 15".


    5. On page 19, line 7, strike "9 and 10" and insert in lieu thereof "10 and 11".


    6. On page 19, line 9, strike "8 of this act is January 1" and insert in lieu thereof "7 and 9 of this act is February 15".
